Ingredients are listed in descending order of their proportion by mass.
For food and cosmetic products the following is additionally required:
  • active ingredients;
  • allergens;
  • preservatives, flavorings or fragrances, and colorants, where present.

🏭 6. Information about the manufacturer and seller

The following must be indicated:
  • the manufacturer’s full name;
  • registered address and country of origin;
  • contact information, such as a telephone number, website or email address;
  • where necessary, details of the importer or distributor in Kazakhstan or another EAEU country.
This makes the product’s origin transparent and allows consumers to contact the supplier.

🕒 7. Expiry date and storage conditions

  • The date must be stated using wording such as “Expires on…” or “Use by…”.

Cosmetics in 2026: SGR validity and packaging requirements

The main amendments to CU TR 009/2011 adopted by EEC Council Decision No. 114 of 29 November 2024 took effect on 24 December 2025. Before manufacturing or importing cosmetics, review not only the formula but also registration documents, packaging and the product name.

Certificate validity

New cosmetic State Registration Certificates (SGRs) have a maximum validity of five years, which must be stated in the document. Older SGRs must be checked against transitional provisions: documents adopted before 24 December 2025 remain valid for 60 months from that date.

Cosmetics: transitional rules from 28 October 2026

EEC Board Decision No. 31 of 10 March 2026 enters into force on 28 October 2026. It sets transitional rules for cosmetics affected by amendments under EEC Council Decision No. 74 of 12 September 2025. These transitional rules have not yet taken effect as of this article’s publication date.

Existing documents

Decision No. 31 allows declarations adopted before 28 October 2026 and SGRs issued before that date to remain valid until their expiry. This applies to the products covered by the decision; it does not automatically extend every document.

There is an exception for SGRs: this provision does not cover the documents referred to in paragraph 1(b) of EEC Board Decision No. 24 of 4 March 2025. The issue date and applicable transitional regime must therefore be checked together.

Manufacture and circulation

With the relevant documents, manufacture and placing products on the market are permitted until those documents expire. Products placed on the market during that period may remain in circulation for the shelf life specified by the manufacturer.

  • List current declarations and SGRs with their issue and expiry dates.
  • Check whether the specific product is affected by Decision No. 74.
