01 / When to check whether an SGR is required
A State Registration Certificate (SGR) is required for products covered by mandatory lists and the relevant technical regulations. Importing a product or starting sales does not determine this on its own.

Prepare a description and formula.
We review requirements for the imported product and any existing SGR: its status, manufacturer, product name and scope.
Send supplier documents and the label.
A new formula, age group, manufacturer or product claim needs assessment. The next steps depend on the nature of the changes and category rules.
We compare the old and new information.
We match the documents to the specific product and the platform’s requirements. A marketplace request does not mean that every product needs an SGR.
Check documents before shipment.
Food supplements require state registration as specialised food. Many ordinary food products follow a declaration of conformity procedure.
Cosmetics require an SGR in the cases listed in Annex 12 to CU TR 009/2011. Intended use, composition and the user’s age are relevant.
