What is the SGR for cosmetics and why is it needed?
A State Registration Certificate (SGR) is required for cosmetics listed in Annex 12 to CU TR 009/2011. Other categories follow the declaration procedure. Intended use, ingredients and consumer age help determine which document is required for a particular cream, shampoo or care product.
What to prepare for assessment
- Formula with INCI ingredient names and concentrations.
- Intended use, instructions, target age group and warnings.
- Packaging and label artwork, manufacturer details and available test results.

Stages of obtaining a State Registration Certificate for cosmetics

Consultation and product analysis
Our expert identifies the cosmetics category, EAEU commodity code (TN VED) and testing requirements. You receive a registration plan and timeline.

Document preparation
We gather the product composition, description, instructions for use, label and photograph, and check that the documentation is correctly prepared.

Laboratory testing
The products undergo chemical, microbiological and toxicological testing in an accredited laboratory.

Submission of documents and registration

Receiving the SGR certificate
The client receives the original certificate and a link to the entry in the EAEU registry. The document is valid in all countries of the union.
