01 / Product requirements
What is the State Registration Certificate for chemical products and why is it needed?
Section II of the Unified List under Decision No. 299 includes household chemicals, disinfectants and certain potentially hazardous substances. Applicability depends on composition, intended use and the commodity heading. The description “industrial chemical” alone does not establish an SGR requirement.
What to prepare for assessment
- Composition, concentrations, substance identifiers and an available safety data sheet.
- Purpose, area and method of use, and precautionary measures.
- Label, packaging, manufacturer specifications and available test reports.
Start with a product description. The exact dossier and testing scope are determined after classification.
02 / Registration process
Stages of obtaining a State Registration Certificate for chemical products

Consultation and product analysis
We identify the chemical product category, EAEU commodity code (TN VED) and required tests.

Document preparation
We collect the composition, description, safety data sheet (MSDS), label, and photo of the product.

Laboratory testing
Toxicological, physicochemical and microbiological studies are carried out in an accredited laboratory.

Submission of documents and registration
ALMA TEST submits the application to the government agency and oversees the review until a decision is made.

Receiving the SGR certificate
You will receive a certificate and a link to the entry in the EAEU registry, allowing you to legally manufacture and sell your products.
